New Rules for Real Estate Outdoor Advertising in Abu Dhabi
The Abu Dhabi Real Estate Centre (ADREC) has officially issued updated Outdoor Advertising Guidelines to ensure that every real estate banner, sign, and promotional material in the Emirate meets world-class regulatory standards.

The new guidelines come into full effect on 1 January 2026. By this date, every “For Sale” or “For Lease” banner displayed on buildings, villas, or construction sites must adhere to the new ADREC manual.
Failure to comply will result in administrative and regulatory measures by the authorities.
1. The Mandatory Madhmoun QR Code
Under the new standards, physical advertisements are no longer just about text. Every sign must now include a Madhmoun QR code.
- Verify Instantly: Prospective tenants and buyers can scan this code to confirm the property’s status, the owner’s legitimacy, and the broker’s credentials.
- Illegal Ads: Any sign without this scannable verification is now considered an unauthorized advertisement.
2. Who Must Comply?
The directive is comprehensive. Compliance is mandatory for:
- Property Owners and Real Estate Developers.
- Property Managers and Facilities Management Companies.
- Licensed Brokers and Brokerage Firms.
- Signage Providers and Advertising Agencies.
3. Standards for Language and Accuracy
ADREC is prioritizing visual consistency and clarity across the city:
- Bilingual Requirement: All signs must be professionally presented in both Arabic and English.
- Zero Tolerance for Misinformation: The data on the sign (price, size, and type) must match the official government records exactly. Prohibited practices include using superlative or misleading claims without verified proof.
4. Placement and Safety Standards
Placement rules have been updated to protect the “urban appearance” of Abu Dhabi:
- No Obstructions: Banners must not block traffic signs, pedestrian paths, or architectural features.
- Maintenance: Owners and managers are legally responsible for the condition of the sign. Faded, torn, or damaged banners must be replaced immediately.
